Applicant requested all of the contents of the files of the Commission on Judicial Conduct related to a complaint he filed against a district judge.  The Commission has not taken any public disciplinary action concerning the judge who was the subject of the complaint.  We find that the records in the Commission=s investigative file are not judicial records for purposes of Rule 12, because they relate to the Commission=s adjudicative function.  Rule 12.2(d).  We also find that the records are confidential.  Rule 12.5(i).  See Rule 12 Committee Decisions 01-002, 01-005, 03-008, 04-004, and 06-004.  Accordingly, we deny the appeal.
