Reconciliation of JCIT Request for Fiscal Years 2000 and 2001 to Initial
Phase-In Estimates:
OCA provided Phase-In estimates to the Legislature in 1997 for fiscal years 1997
through 2003 to begin implementation of the recommendations of the Information Technology
Task Force of the Texas Commission on Judicial Efficiency. These estimates were reduced
from the Task Force's recommendations to:
- allow time for JCIT to develop a strategy, plan, and standards to support greater
appropriations,
- allow the Time Payment Fee to generate the revenue to fund such appropriations,
- allow JCIT and OCA to identify the state network to be used to connect the courts, and
- provide proof that OCA could implement a large-scale project.
JCIT and OCA are requesting roughly $19 million, $12.5 million more than the original
phase-in estimate of $6.5 million, for fiscal years 2000 and 2001. The requests for
project areas is as follows:
In the two intervening years since those estimates were created, JCIT and OCA
identified the following factors that must be addressed with increased funding in order
for the project to succeed:
- JCIT and OCA must have more planning and management resources (impact to Judicial
Committee on Information Technology),
- Texas courts require a greater level of on-going technical support than was anticipated
by the Task Force (impact to Judicial Help Desk, Trial Court Technology and Appellate
Court Technology),
- a training component must be exist (impact to General Technology Training and Judicial
Help Desk),
- equipment and on-going telecommunications costs must be funded (impact to State
Telecommunications Infrastructure),
- appellate courts are should be included in this statewide information technology effort,
not addressed separately (impact to Appellate Court Technology), and
- costs for human effort to complete technology projects is greater than originally
anticipated and expected to continue to increase (impact to Judicial Committee on
Information Technology, Judicial Help Desk, Judicial Internet Server, Judicial Information
Management System, Trial Court Technology and Appellate Court Technology).
